New data suggests that the concerns about the readiness of UK businesses to take advantage of the new scheme are legitimate. The number of organisations that have a Tier 2 sponsor licence has been slowly going up, but there has not been the expected significant rise to suggest that all the businesses that recruit from within the EU have been making sure that they have their sponsor licences in place. As of the second quarter of 2020, there were some 29,300 Tier 2 sponsor licences in place, which is only up by about 3% from the previous year.
There has been a little rise in the number of new applications for a sponsor licence: the graph is pretty much flat and the figures actually fell in the last quarter, although that can be adequately explained by the Covid-19 pandemic. It could be that the British economy is not going to have recovered sufficiently by January 2020 for the sudden inability to hire staff from mainland Europe to be as much of a problem as it might otherwise be. Nevertheless, businesses are being strongly encouraged to plan for the changes in January, as it might significantly affect their recruitment plans.
