More details do exist: Last weekend, media stories emerged saying that the Conservatives had set out more details of their points-based plan. But no document was published for voters to read: the papers were only circulated to selected journalists by email.
The document says that post-Brexit they plan three categories of visa. The first is for “exceptional talent/contribution”, with some tweaks. This incorporates entrepreneur and investment visas —essentially the current Tier 1 rebranded.
The second category is for “skilled workers”, or today’s Tier 2. Most of these visas will require a job offer, just as work visas for non-EU citizens are awarded now.
The third type will be “sector-specific rules-based” which replace the free movement of labour from Europe. This is how the government will try to match the demand for workers in certain sectors with sufficient visas.
The final section of the document explains the Conservatives’ recent record on immigration, with examples of where they have reversed earlier policies.
The plan only covers economic migration. The manifesto envisaged that the status quo will remain in most other areas of immigration: a “compliant environment” of document checking, rules on visas for spouses and relatives, high fees and the current asylum system. The manifesto also suggests changes to judicial review, which reduced appeal rights for immigration cases.
