Despite passing its initial stages in the Commons in June, the Immigration Bill encountered considerable difficulty when it reached the House of Lords. Peers requested five amendments be made before it was brought into law.
One amendment pertains to child refugees and stated that the existing rules for unaccompanied child refugees must be kept after the end of the Brexit transition period. These rules allow for the reunification of unaccompanied child refugees with close family members in the UK.
The amendment was, however, stripped out by MPs, who voted against it by 327 votes to 264 – a majority of 63. Six Conservative MPs rebelled to attempt to keep the measure in the Bill, including two former ministers: Tim Loughton and David Davis.
The amendment, dubbed the ‘Dubs Amendment’ after Labour peer Lord Dubs, was successfully added in the House of Lords a second time before its dismissal in the Commons.
Lord Dubs, who fled from Nazi Germany as a child, said: “Children are the most vulnerable of refugees. A concern must be to tackle trafficking and to give child refugees legal routes to safety. Without these, traffickers simply exploit vulnerable people and endanger lives.”
