The agreement in principle was made following a recommendation by the independent Migration Advisory Committee. Labour also backs the proposal. This cabinet unanimously agreed that lower skilled EU workers should not be treated preferentially. The UK will not grant special treatment to any party and instead develop an immigration system that is based on skill and the needs of the jobs market. Despite the agreement, there could still be room for the UK to adopt a “light touch migration” policy for EU nationals if that helps to agree on a post-Brexit trade deal.

Currently, anybody outside of the EU (including Iceland, Norway, Switzerland and Liechtenstein) who wants to live and work in the UK, to work or study needs to apply for a visa. The system has five types of visa, for example, Tier 1 for exceptional talent and business owners and Tier 5 being immigration for short-term voluntary or education programmes.

One of the visas that are most often sought is the Tier 2 skilled worker visa. To apply for a Tier 2 visa, applicants need to be earning at least £30,000 – an increase of almost £10,000 since 2011. Higher points are awarded for higher salaries or for jobs is on a list of occupations with skills shortages.

The UK will take leave the EU in March 2019 and an implementation period until December 2020, will follow, as part of the Brexit deal.
