Cabinet Office minister David Lidington, and the deputy prime minister of Ireland, Simon Coveney, said that the deal reflects two years of work to secure the common travel area (CTA) and other bilateral agreements. Irish citizens in the UK will still be able to move freely between Ireland and the UK. A similar commitment has been made to British citizens by the government of Ireland.

Irish nationals will continue to be allowed to vote in all UK elections and stand for public office, unlike other EU citizens. The arrangement is reciprocated in Ireland for those British nationals who are settled there. There will be reciprocal access to education, and for social security, citizens can work in either country and access benefits such as pensions.

The agreement secures the rights of an estimated 300,000 British citizens who live in Ireland and about 350,000 Irish citizens living in the United Kingdom.

The Common Travel Area originates from a deal that was agreed after Ireland gained its independence from the United Kingdom in the 1920s. It has been further developed through a series of laws such as the Ireland Act 1949, which states that Ireland “is not a foreign country for the purposes of any law in force in any part of the United Kingdom”.
