The idea suggests tightening the rules on immigration and require everyone who lives in the UK to carry an electronic ID card to address voters’ concerns about immigration while removing the need for Britain to leave the European Union. The report points out that the UK is the only European country that does not have a national ID card system.

The report has been supported by Labour peer Andrew Adonis, who said that Remain supporters have to show they are responding to the issues that led to the Brexit vote. Combined with a tougher approach to integration, requiring immigrants to learn English, a system of electronic ID cards could manage the right to work, live and claim benefits in the UK.

European politicians have declared surprise that the UK had never made use of its powers to manage free movement while an EU member. It is believed that British voters are not against immigration in principle, but they do want tougher action taken against criminals and people who take advantage of the rules.

Civil rights campaigners are likely to block the proposals to introduce an ID scheme in the UK. The government attempted to introduce a system under Tony Blair but dropped it after heavy opposition.
